In the case of a change of residence, the person has a duty to declare it in the Dzimtsaraksts department of Valka municipality or in any administration of the parish within one month of his or her permanent residence in the new place of residence, by submitting a declaration of residence. The duty to declare residence shall be for Latvian citizens and non-citizens, stateless persons who have received a stateless status document issued in the Republic of Latvia, foreigners who have received a residence permit or registration certificate. The place of residence of minors and incapacitated persons shall be declared by a person who, in accordance with the Law or the decision of the Orphan's Court (parish court), is a guardian of the relevant person, or a trustee (legal representative). The institution shall register the information regarding the declared place of residence and shall ensure the computerized processing, protection, preservation and updating of the information provided by the person in the Population Register by issuing, upon request, a document attesting the fact of declaring the place of residence.

Process description

  1. Service requests
    Service request channels:
    1. In face-to-face - a written submission shall be submitted together with the necessary documents to the Dzimtsaraksts Division of Valka county or to the Valka county parish administration. Receipt of services documents required:
    - the declaration of residence (see form), the original must be submitted.
    - a personal passport or identity card, the original must be presented.
    - a birth certificate, if the place of residence of the minor child is declared and other documents certifying the right of the legal representative of the declarant of the place of residence to act on behalf of the person concerned (court decision, etc.), must produce the original.
    - an authorised person - a notarised term of office.
    - for foreigners and stateless persons - a valid personal identification document in Latvia and a residence permit or registration certificate shall be presented in the original.
    - a document certifying the payment of the State fee.
    - in order to receive relief from the payment of the State fee, the relevant status or evidence document shall be produced.


    2. Electronic service - www.latvija.lv. If an electronic service www.latvija.lv is used using the PMLP e-service “Submit of residence declaration”, the person may electronically declare his or her, his or her minor child, the place of residence of the person under guardianship or guardianship in Latvia.

    In declaring the place of residence electronically:
    1. It is not necessary to present a personal identification document, since the service applicant is identified by means of an electronic signature or electronic banking authentication instrument;
    2. If the place of residence is declared to his or her minor child, a person under guardianship or under guardianship is not required to present a document certifying representation, as the information regarding the legal representative of the person is automatically checked in the Population Register;
    3. Data from the State Address Register shall be used to enter the address of the declared place of residence, thereby ensuring an automatic verification of the presence of the address;
    4. The details of the new place of residence are immediately updated in the Population Register;
    5. No State fee should be paid for the service.

  2. Receipt of services
    Service receiving channels: In the spot, the person, his or her legal representative, or the authorised person, shall arrive in the Dzimtsaraksts department of Valka municipality or in any county administration of Valka, shall submit a declaration of residence and, upon request, receive a statement regarding the fact of declaration of residence.

    Charges related to receiving the service:
    - in accordance with Regulation No 720 of the Cabinet of Ministers, Regulations regarding the amount of the State fee, the procedures for payment and the facilitation of the information regarding the registration of the declared place of residence.
    The amount of the national levy is EUR 4.27. The State fee shall be paid prior to the submission of the declaration of residence form.
    - the State fee shall not be paid:
    1. politically repressed persons;
    2. registering the initial declared place of residence of the children;
    3. disabled persons;
    4. Participants in the elimination of the consequences of the Chernobyl nuclear power plant accident;
    5. pensioners whose pension does not exceed the national minimum wage;
    6. persons who have been recognised as poor in accordance with the procedures specified by the Cabinet;
    7. persons declaring their place of residence electronically using the special online form;
    8. registering the place of residence of children who have been placed in a long-term social care and social rehabilitation institution, a foster family or placed in custody;
    9. persons who declare their place of residence in a long-term social care and social rehabilitation institution;
    10. persons declaring their place of residence in the shelter;
    11. persons for whom the administration determines the legal status in Latvia.

    - in order to receive relief for payment of the State fee, the persons of these Regulations shall present the relevant status or evidence-supporting document, if such document is not at the disposal of the institution.
